Grant County District 2 administration and employees routinely attend training programs, state-legislated accreditation programs, workshops, seminars, technical conferences and professional development retreats. Through these types of continuing education, Grant County District 2 is better able to achieve our goal of operating efficiently and providing all segments of the population with the services they need and desire.

Who Provides Continuing Education? (updated 1/16/07)

A majority of the District's continuing education programs are offerered through the Center for Local Government Technology (CLGT). The CGLT is a public service outreach program of the College of Engineering, Architecture and Technology at Oklahoma State University. CLGT is committed to providing the highest quality educational programs, training, technical assistance, and customized services to various customer groups who specialize in serving the public.

Additionally, the Oklahoma Cooperative Extension Service County Training Program (CTP) provides multiple training opportunities for county officers and employees. The CTP is located in the Oklahoma State University Department of Agricultural Economics in Stillwater, Okla.

The purpsoe of the CTP is to help county government officers and their employees execute their duties more effectively, efficiently and professionally. To achieve this mission, the CTP provides several resources, including short-courses, handbooks and technical assistance. County elected officers and their deputies are partners in these efforts. They serve on advisory boards, help create published materials and sometime participate directly in instruction.

Description of Continuing Education Courses

The following information is a description of classes offered by the Center for Local Government Technology at Oklahoma State University.  All classes are provided free of charge, so Grant County taxpayer dollars are not used when District 2 employees participate in these valuable continuing education classes.

The Roads Scholar Program
The Roads Scholar Program is an educational certification series offered to County Commissioners, Road Foremen and Road Hands.  It presents courses related to the technical aspects of maintaining roads and bridges in rural Oklahoma.  The entire series consists of nine courses that total approximately 120 hours of instruction and laboratory experience.  Those who complete all nine courses are certified as Road Scholars. The nine courses of the series are as follows:
 
COURSE 1 – Aggregate Road Maintenance - This one-day course covers the fundamentals of maintaining typical county roads.  Drainage, soil properties, grading methods, use of geo-synthetics and chip sealing are all discussed.
 
COURSE 2 - Supervisory Skills - This two-day course covers the fundamentals of managing others.  This course is also offered to other county officers, deputies and employees.  This provides a unique forum for the exchange of ideas about management with these other officer groups
 
COURSE 3 -Testing for Soil Properties - This two-day course covers the tests used to test soils for their engineering properties.  Sieve analysis, Atterburg limits, Proctors and nuclear density tests are discussed and practiced by the students in a laboratory.  Emphasis is placed on explaining how these tests can be used to improve the quality of county and city roads.
 
COURSE 4 -Traffic Control - This one-day course covers what is required to comply with Chapter VI of the Manual on Uniform Traffic Control (MUTCD).  After completion of the course students have a good understanding of how traffic control should be set up in work zones to protect themselves and the motoring public.
 
COURSE 5 & 8 - Surveying (Basic & Advanced)

BASIC - This two-day course covers the fundamentals of surveying as they apply to road and bridge construction and maintenance.  Horizontal measurement of distance and angles along with differential leveling are addressed in the classroom and in the field using surveying equipment.
ADVANCED - This three-day course further develops on the skills learned in Course 5 and applies them to actual road and bridge plans in a field environment.
   
COURSE 6 - Equipment Maintenance - This one-day course covers the fundamentals of maintaining county owned vehicle and construction equipment used in maintaining and constructing roads and bridges.  Various management tools and test procedures used in equipment management are discussed.
   
COURSE 7 - Project Management - This two-day is a course that goes into detail on the various management tools available to efficiently run county and city road operations.  The Critical Path Method (CPM), Program Evaluation Review Technique (PERT) and Gantt Charts are discussed in detail.  Students work on several case studies using these methods in simulations of “real world” type projects.
   
COURSE 9 - Reading and Interpreting Plans for Road and Bridge Construction - This two-day course covers how to read and interpret plans used for county and city road and bridge projects.

Forklift Operator Certification Training
This is an eight-hour safety workshop. This workshop complies with all OSHA regulations and will cover how a forklift works, safe operating rules/techniques, load handling, inspection, and hands-on safe operating procedures. With the passing of the operating procedures and written test a certificate of competency will be issued.

Trench Safety Certification
The Occupational Safety and Health Act requires a certified Competent Person to oversee all projects requiring trenching and excavation.  By completing this one day course you will become a certified Competent Person and thus capable of identifying and predicting hazards and authorized to take corrective measures to control these hazards and conditions.

Backhoe and Excavator Operator Training
The one-day backhoe & excavator operator training course is a one-day course following the Competent Person Certification training.  Dealers such as Case, Volvo, Komatsu, Caterpillar, and John Deere provide equipment and instruction. The class teaches how to basic control operation, proper culvert installation, trench sloping and benching, maintenance procedures and operation safety.  To attend the backhoe operator training, you must be a certified Competent Person or have completed the Competent Person Certification course.

Commercial Drivers License Training
This class is a one and a half day session designed to prepare individuals to take the state CDL written exam.  Participants will be lead through the Model Commercial Driver License Manual, which covers vehicle safety, transporting cargo, the hazardous materials endorsement, the air brakes endorsement, the combination vehicles endorsement, and the tanker endorsement.  Also, course participants will learn how to perform the walk around pre-trip inspection of a vehicle, which is required during the driving portion of the exam.
